About US 16 CFR 1633 standard

The US 16 CFR 1633 standard specifies the combustion performance standards for mattress products. These standards aim to protect people’s health and safety, avoiding hazards caused by mattress fires. In order to meet these standards, mattresses must pass specific combustion tests. These tests include but are not limited to: ignition test, combustion rate test, heat release test, smoke generation test, etc. These tests measure the tendency of textiles to continue burning after the fire source is extinguished, as well as the amount of heat released and smoke produced during combustion.

The federal standard sets two main indicators to limit the spread of flames on mattresses or mattress sets, which are: when testing with a burner, the peak heat release of the mattress/mattress set shall not exceed 200 kW during a 30 minute testing time. During the first 10 minutes of testing, the total heat release must be less than 15 megajoules (MJ).

The CFR1633 standard specifies the flame retardant requirements for mattresses, which require mattresses to not produce large amounts of gas, flames, and droplets under the action of flames, and the residue after combustion must not exceed the specified value.

The Significance of Flame Retardant Mattresses

The implementation of flame retardant standards for mattresses is of great significance. Firstly, these standards can effectively reduce the risk of fire. Many mattress materials are flammable and can easily cause fires if ignited. Therefore, conducting flame retardant tests on these materials and developing corresponding standards can effectively reduce the risk of fire.

A study shows that between 1999 and 2002, the US fire department received the highest number of 15300 home fires due to fires on bedding and mattresses. However, if households use non combustible mattresses (especially in the early stages of a fire), the chances of users escaping will be greatly increased, effectively reducing the risk of mattress fires.

As early as 2004, the California government was the first to pass the new flame retardant safety regulation TB603 for mattresses, which officially began implementation in 2005. The regulation requires that from January 1, 2005, all mattresses entering the California market in the United States must pass the TB603 testing standard. It is stipulated that any main and auxiliary materials (including fabrics, non-woven fabrics, filling cotton, sponge, latex, felt, coconut brown, rolled edge tape, and sewing thread, etc.), regardless of any flame retardant method, as long as the finished mattress can have the ability to prevent the spread of open flames from burning and allow the flames to self extinguish within a certain period of time, it can be recognized as passing the combustion test and meeting the TB603 standard.

The latest federal regulation, 16CFR Part 1633, was introduced by various states in the United States based on California TB603. On February 16, 2006, the Consumer Products Commission of the United States unanimously passed a new federal standard 16CFR 1633 for flame retardant mattresses, which will officially come into effect on July 1, 2007.
